Administrators carry out administrative duties. They are entrusted with the ability to grant moderator and rollback rights, block users, edit all pages, delete files/comments/pages and change protection settings.
Bureaucrats are administrators who, in addition to the admin functions, have the ability to change the user rights for administrators, moderators and rollbacks and promote users to bureaucrat.
